Implementing the National Blood Supply Contingency Plan

The National Blood Supply Contingency Plan (NBSCP), produced by the National Blood Authority (NBA), provides a national process for managing critical shortages in the supply of blood product.

The NBA is responsible for activating the NBSCP, managing contingency measures and integrating these measures with wider health sector contingency management arrangements.

The NBSCP framework is based on four escalating alert or activation levels:

  1. White Alert
  2. Yellow Activate
  3. Red Activate
  4. Green De-activate

There are Blood Product Response Plans for red cells, platelets, plasma and recombinant products within the alert and activate phases. Red cell and platelet priority levels are also outlined.
